Mike Skram Explores the Impact of Social Host Ordinances on Liability Claims with the TCCA
On Tuesday, February 16, 2010, Mike Skram presented information to the Twin Cities Claims Association about the recent development of Social Host Liability Ordinances. Currently, more than 40 cities and counties throughout Minnesota have passed such ordinances, including the cities of Minneapolis and St. Paul. The ordinances are intended to curb underage consumption of alcohol by providing the authorities with a tool to prosecute those persons who host events or gatherings where underage persons possess and consume alcohol. The ordinances provide for criminal penalties of up to a $1,000 fine and 90 days in jail. Mike led the discussion, focusing on the reasons and public policy behind the push to pass such ordinances and about how these criminal ordinances may impact civil litigation and the insurance claims handling process.
